How to remove my website from Google Blacklist?

My website is KlangProperty.com . Which is very new. I buy the domain 3 month ago. I didn’t play SEO trick or exchange link. I found out my domain was banned 2 week ago, because I can’t use Google Adwords.
I appeal in Webmaster Tool. they still mentioned I violated “quality guildline”.
I found out this domain has been register May 2010. Previous owner might have some trouble with this domain and dump it 1 year later. Any one can help and tell me where go wrong? how to fix it?

1.Review Google’s Webmaster Guidelines to see if your site might be violating any of them. This is especially true of their quality guidelines.

3.once you have determined what’s causing your site to be blacklisted, you can send a message through Webmaster Tools requesting that engineers at Google perform a review of your site to make sure all of the offensive content/links/images/redirects/etc. have been removed and dealt with. This can take several weeks to accomplish, but if you did it right, your site should be back in Google’s index before you know it.
